METRO MANILA, Philippines – Last July, The Blue Circle (TBC) received this week the “Certificate of Energy Project of National Significance” (CEPNS) and the Green Lane Certificate of Endorsement from the Department of Energy (DOE) for three of its onshore wind energy projects.
The three awarded projects are the Kalayaan 4 Wind Energy Project, located in the Laguna and Quezon provinces with a capacity of 303.8 MW, the Baao Wind Energy Project, located in the Camarines Sur province with a capacity of 210.8 MW and the Ibajay Wind Energy Project, located in the Antique and Aklan provinces with a capacity of 80.6 MW. These projects are notably the first fully foreign-owned onshore wind energy projects to receive the CEPNS.
“We are honoured to receive the CEPNS from the Department of Energy for our Kalayaan 4, Baao and Ibajay projects, which will bring a total combined capacity of close to 600 MW to the Philippines’ energy mix. We are truly grateful to the DOE for acknowledging how crucial these three projects will be as a source of clean electricity and for the energy security of the country. Our commitment to helping the Philippines achieve its RE targets by 2030 remains unwavering and we will keep working hard to repay the trust that has been bestowed upon us by the government and help the country progress in its clean energy transition.”, says Olivier Duguet, Chairman & CEO of TBC.
In accordance with the DOE Department Order No. DO2024-04-0003 released last April, an energy project shall be certified if it has significant capital investment of at least Php 3.5 billion and contribution to the country’s economic development through greater access to energy and energy supply security.
CEPNS are issued to “energy projects that are found to have significant impact on the country’s energy sufficiency, security, reliability and stability, economic development, technological progress, and environmental protection.” It will fast-track the issuance of permits and clearances required by different concerned government agencies for energy projects.
TBC owns an overall portfolio of more than 2.5 GW worth of attributable capacity all coming from renewable energy projects under development or construction in the Philippines and has seen continuous growth in the country since its first footprint in 2018.
