HDF Energy (“Hydrogène de France”)—a prominent developer of green hydrogen infrastructure and fuel cell manufacturer—has signed two Memoranda of Understanding (MoUs) during the 10th Philippines-France Joint Economic Committee (JEC) meeting. The objective of these collaborations is to expedite the development of HDF’s hydrogen power plants in off-grid areas of the Philippines.

The first MoU involves partnerships with the Mindanao Development Authority (MinDA) and the Philippine Department of Energy, while the second MoU is with the National Power Corporation (NPC). These agreements aim to provide stable and clean power to isolated regions, reducing reliance on diesel fuel and mitigating greenhouse gas emissions and noise pollution. The signing ceremonies were attended by French Minister Delegate of Foreign Trade Mr. Olivier Becht and Philippine Department of Trade and Industry’s Secretary Mr. Alfredo Pascual. The Philippines, as an island nation vulnerable to climate change, faces challenges in ensuring stable electricity supply, particularly in regions with isolated grids powered by diesel fuel.

HDF Energy’s collaboration with local authorities in the Philippines aims to accelerate the development of Renewstable® multi-megawatt hydrogen power plants. These plants utilize solar or wind energy and water to generate electricity, providing continuous power to off-grid areas. The distinctive feature of Renewstable® is its ability to combine intermittent renewable energy sources with on-site energy storage in the form of green hydrogen, enabling baseload power supply. The signing ceremonies at the JEC meeting were significant events to enhance economic cooperation between France and the Philippines in sectors such as energy, agriculture, science and technology, and security.
